International Reinforcement of Segmented Authoritarianism: The Role of the European Union in Algeria

This Policy Brief examines the Hirak movement in Algeria (2019–2021) and its implications for democratisation, highlighting how mass mobilisation challenged both the rule of former President Bouteflika and the military-dominated political system. Despite widespread protests demanding institutional reform, the Algerian regime maintained control by selectively integrating, neutralising, or disqualifying opposition groups, creating a renewed segmented social contract. The brief also explores the role of the European Union, showing how its economic and diplomatic engagement, intended to promote stability and democratic governance, has at times been leveraged by the Algerian state to reinforce authoritarian consolidation. Drawing on interviews, digital ethnography, and policy analysis, the brief provides insights into the unintended effects of international support and offers guidance for more effective EU engagement in contexts of authoritarian resilience.
