Projections for geopolitical competition to EU Democracy Promotion

This Policy Report examines the challenges and opportunities for EU democracy promotion in its neighbourhood amid ongoing conflicts, rising populism, and the influence of external actors such as Russia and China. Drawing on workshops and interviews in North Macedonia, Serbia, Ukraine, Georgia, and Algeria, the report assesses democratic performance, risks, and the EU’s potential role in strengthening democratic processes by 2030. It highlights the need for a comprehensive and coordinated EU approach, focusing on increasing engagement and support for democratic development, rule of law, and economic growth, fighting corruption, promoting media freedom and critical thinking, empowering civil society and NGOs, and fostering economic cooperation to counter external influence. The report provides targeted recommendations for EU policy to mitigate risks, leverage opportunities, and enhance democratic resilience across the region.
